I hired Fleetwell for an HVAC relocation, expecting a professional, code-compliant installation. Instead, I am left with a system that has 28 documented code violations per the City of Agoura Hills . The most concerning part of this experience was the disregard for legal permitting. The contractor performed major mechanical and structural work on February 19 and February 26. However, official city records prove they did not even obtain a permit until March 16—nearly three weeks after the high-voltage and gas-mechanical equipment was already installed. This bypass of the permitting process meant there was zero safety oversight during the most critical phases of the build. Rework vs. "Work in Progress": The contractor has claimed this is merely a "work in progress," but the City Inspector's report tells a different story. These are not "finishing touches"; these are fundamental failures requiring a total rework: Ductwork (Title 24 Violation): The contractor installed R-6 ducting throughout the attic. In our climate zone, Title 24, Part 6 of the California Energy Code mandates a minimum of R-8. You cannot "finish" R-6 into R-8; it requires a complete tear-out and replacement of the entire duct system. The inspector documented a failure to provide the legally required 24" wide unobstructed catwalk and 30"x30" working platform (Correction #7/8). This is a structural requirement for attic units that was completely ignored. The report also identified an illegal "pigtail" extension cord used for furnace power (Correction #11) and improperly sloped gas vents (Correction #22). Perhaps most significantly, the contractor submitted a sworn affidavit to the City claiming life-safety alarms were installed and functional on March 16. The City Inspector officially documented on March 23 that these were missing (Correction #25). Fleetwell was a "no-show" for the mandatory city inspection despite acknowledging the date via text. Because of these 28 violations, my property is legally uninhabitable, resulting in a loss of $3,100/month in rental income. Please... do not trust the "mid-job" excuse—the City’s report confirms this is a failure of workmanship and ethics.
